Yantic River - Norwich/Bozrah/Franklin

Project Consultant: GZA

Location:

This project seeks to develop forward looking adaptation strategies with implementable recommendations and specific actions to mitigate the long-term flooding impacts of climate change on the residents of the greater Norwich community.

Norwich is an environmental justice community with high social vulnerability. The climate adaptation and resilience opportunity area centered on downtown Norwich includes the Yantic River corridor in Southeast Connecticut from upstream of the Fitchville Dam
in Bozrah to Uncas Leap in Norwich. This area has experienced repetitive flooding problems and dam safety concerns.

Situation:

Adaptation options and implementation planning that are identified and carried forward to conceptual design will incorporate the Resilient Connecticut PERSISTS criteria.

This project focuses on identifying and implementing flood risk mitigation strategies in three key target areas within the area:

  1. Upstream Flood Compensatory Storage
Potential locations in Bozrah or Franklin are under consideration. After completing a desktop analysis of flood storage opportunities and engaging with property owners, one area will be selected for detailed evaluation and planning.
  2. Town Street Commercial Corridor
This area will explore flood risk mitigation options to protect businesses and infrastructure. Strategies may include implementing floodproofing measures.
  3. Backus Hospital to Upper Falls Dam River Corridor
A project will be identified and developed along this river segment, targeting flood risk reduction and improved resilience. Specific plans are to be determined based on further analysis and stakeholder input.
